WHY:    
To underscore the importance of these arrests, because the murder of 13-year-old Daquan Allen on August 16, 2009, sparked a series of shooting incidents in South Los Angeles that left two more victims dead and at least three others wounded. As a result of these incidents, LAPD Chief William Bratton formed a multi-agency task force to pool resources and coordinate investigative efforts.
