Motor Officer of the Year for 2008
Police Officer II+2 Arthur Lee Simms, Serial No. 31462, and Police Officer II+2 Milan Ayers, Serial No. 33373, have been selected as “Co-Motor Officers of the Year 2008.” It is an honor for the men and women of South Traffic Division to recognize Officer Simms and Officer Ayers as the Co-Motor Officers of the Year for 2008. The two officers were selected for this prestigious award because of their demonstrated professionalism, integrity, and willingness to go beyond the call of duty to assist the citizens in the community that they serve. The two officers have been commended numerous times for showing outstanding dedication, hard work, ethics, and sincere compassion for Department personnel and as well as members of the community.
Officer Simms has displayed strong leadership qualities and has set an excellent example for his fellow motor officers. He has been assigned to South Traffic Division’s COMPSTAT Team because of his tenacity, work effort and diligence toward traffic enforcement and traffic education. He has paid attention to the traffic problem areas and the high risk streets and intersections as identified in the Traffic COMPSTAT Report. His efforts have served the needs of the community to enhance a safer environment for community members to drive, pedestrians to walk, and for children to play. His proactive traffic enforcement productivity has been instrumental for South Traffic Division to achieve a 16% increase in traffic citations year to date 2008 compared to 2007, which has resulted in a significant 11 % decrease in total traffic collisions, a 11% decrease in serious “A” injury collisions, a 17% decrease in Hit & Run collisions, and an 8% decrease in motor vehicle versus pedestrian collisions within Operations South Bureau.
Officer Simms was born in Cleveland, Ohio and attended Banning High School in Los Angeles. He was the top player on his high school basketball team and he continued to play organized basketball when he enlisted in the United States Marine Corp. He served in the Persian Gulf in the operation “Desert Shield” as part of his four year enlistment.
Officer Simms joined the Los Angeles Police Department (LAPD) in January 1995 and was honored as the top recruit in his class for physical fitness. One example of his performance as the top recruit for physical fitness was the 50 pull-ups that he completed during one fitness examinations. His LAPD work assignments included Foothill Patrol Division, Devonshire Patrol Division, Valley Traffic Division - Collision Investigation, Central Traffic Division - Traffic Enforcement and South Traffic Division - Traffic Enforcement.
Officer Simms lives in Bellflower with his wife, Sonji, and their three children. He is committed to fitness and has a regular workout regimen of exercise and weight lifting. He has continued to play basketball and was a member of the Department’s No. 1 Team. He is an avid reader of Black History and has achieved the status of being a Black Historian.
In recognition of his many accomplishments and work achievements, South Traffic Division is proud to recognize Police Officer 2+2 Arthur Lee Simms as “Co-Motor Officer of the Year” for 2008.
