Detective Of The Year
Police Officer III+I Constance Free, Serial No. 30194, was selected as the South Traffic Division (STD) Detective of the Year for 2009. She is a tenured police officer who has been a member of the Los Angeles’ Police Department for more than 18 years. She has been assigned to STD in a detective capacity for more than 10 years. Her job duties consist of investigating all misdemeanor cases, fatal hit-and-run collisions, and felony arrests. She has handled these duties with ease. She has a Master of Science degree in Criminal Justice. She is married with one son, who is currently serving in the United States Army, stationed in Iraq.
Free is a conscientious employee who takes pride in her workload. Her investigations are thorough and well written. Because of her work ethic, initiative, and productivity she was instrumental in the reduction of backlog cases. She is a team player, who frequently provides investigative assistance to her coworkers. Her interaction with the public and coworkers is always positive and helpful.
Free has been instrumental in solving several complex investigations. An illustration of her investigative skills was recently demonstrated when she responded to a fatal traffic investigation that occurred on Crenshaw and 50th Street, that involved a teenage pedestrian that was fatally injured while returning home from school. Upon her arrival to the scene, she immediately assumed the investigative responsibilities, and crime scene management. The preliminary investigation that was conducted by uniform personnel revealed that the pedestrian was responsible for the collision. After extensive interviews with witnesses, and reviewing crime scene evidence, she was able to determine that the motorist was responsible for the collision. She prepared the case for the City Attorney to review. The City Attorney filed misdemeanor vehicular manslaughter against the motorist.
Free has routinely demonstrated concern for victims that have been critically injured in traffic collisions, and for family members that have lost love ones in traffic collisions. She has typically availed herself for grieving family members, and has provided valuable information and resources to those that were in need. Because of her compassion for others, productivity, and investigative skills, she was selected to represent the Traffic Detective Section as the Detective of the Year.
