The Consent Decree provides specific guidelines designed to institute new policies and procedures and to reform the conduct of the LAPD. Michael Cherkasky and Kroll Inc. have been hired as the Independent Monitor to ensure that Consent Decree reforms are implemented in an effective and timely manner. The Monitor’s thirtieth report covers the results of the Monitor’s compliance assessments conducted during the quarter ending December 31, 2008.
