Deputy Chief Michel R. Moore is a 27-year veteran of the Los Angeles Police Department, currently assigned as the Commanding Officer, Operations-Valley Bureau.  He was born the second of five children in Porterville, California.  He grew up in various parts of the United States, graduating high school in Conway, Arkansas.  He returned to Southern California and joined the Los Angeles Police Department in October 1981.

Deputy Chief Moore rose through the ranks of police officer, detective, sergeant, and lieutenant working various patrol, investigative, and administrative assignments throughout the City. Deputy Chief Moore promoted to the rank of Captain in 1998.  As a Captain, his assignments included working as a commanding officer at Rampart Area following the arrest of Rafael Perez and during the 2000 Democratic National Convention.  Upon his promotion to Commander in 2002, he was assigned as the Assistant Commanding Officer of Operations-Valley Bureau and later worked as the Assistant to the Director, Office of Operations.  In 2004, he was promoted to Deputy Chief and assumed the command of Operations-West Bureau.  Deputy Chief Moore transferred to his current position as Commanding Officer, Operations-Valley Bureau in July 2005.

As the Commanding Officer of Operations-Valley Bureau, Deputy Chief Moore oversees the policing of the San Fernando Valley.  Operations-Valley Bureau has approximately 2,300 sworn and civilian personnel providing police services to a resident population of approximately 1.5 million people in a 229 square mile area.  Since 2002, overall serious crime has dropped each year as the population has grown.  At the end of 2008, total Part I crime in the San Fernando Valley has dropped more than 23 percent since 2002, with violent crime down 28%.

Deputy Chief Moore attended the University of Redlands, completing a Bachelors of Science in Business and Management in 1993 and a Masters of Business Administration in 1999.  He is also a graduate of the Police Executive Research Forum; Senior Management Institute for Police, Supervisory Leadership Institute, and the West Point Leadership program in which he is an active instructor.  Deputy Chief Moore has completed the Education and Skills assessment of the Motorola University six-sigma Green Beret program, as well as the Enhanced Incident Management Unified Command Course, Texas Engineering Extension Service and Advanced Terrorism Awareness training.  He has received numerous commendations and awards for his police service including the Department’s Medal of Valor, the Police Medal, and the Meritorious Service Medal.

Deputy Chief Moore is a director for the Los Angeles Police Federal Credit Union.  He is a member of the Police Executive Research Forum, the Los Angeles County Peace Officers Association, the Latin American Law Enforcement Association, the Los Angeles Women Peace Officers Association and the International Association of Chiefs of Police.

Deputy Chief Moore strives to promote a community policing style of leadership that stresses intelligent, partnership-oriented strategies involving community stakeholders, as well as various members of the criminal justice system.
