Captain James L. Setzer
was born and raised in Asheville, North Carolina. In 1981, he
accepted an appointment to the United States Air Force Academy
located in Colorado Springs, Colorado. In 1985, he earned his
Bachelor of Science Degree with military honors. Following
graduation, his duties included, security police shift commander,
protective security detail chief, air base ground defense flight
leader, officer-in-charge base law enforcement, and security
police squadron operations officer. Notable duty stations
included, Andrews AFB/Maryland, Kirtland AFB/New Mexico, Howard
AFB/Republic of Panama, and Norton AFB/California. He served a
total of nine years with the Air Force.

In 1990, Captain Setzer published the article "Police Practices:
Bomb Dog Teams" in the FBI Law Enforcement Bulletin which
detailed the capabilities and availability of military working
dog explosives detector teams to support civilian law enforcement

Following his active duty service commitment, he graduated from
the Alaska Department of Public Safety Training Academy in Sitka,
Alaska, in 1991. As a peace officer, he served the community of
Soldotna, Alaska and surrounding unincorporated rural communities
on the Kenai Peninsula.

In 1994, he joined the Los Angeles Police Department.

Since joining the Department, Captain Setzer has worked patrol
assignments in all four bureaus and several specialized units to
include narcotics, traffic, and gangs. His prior instructor
certifications included Drug Recognition Expert Instructor and
In-Service Arrest and Control Instructor.

In 2001, he completed his Master of Arts Degree in Organizational
Management at Azusa Pacific University in Azusa,

Captain Setzer promoted to Lieutenant in 2008 and served as a
patrol watch commander. Following this assignment, he was chosen
as the officer-in-charge of several specialized units which
included violent crime task force, gang investigations, property
crime task force, knock-knock burglary task force, and detective
operations. Prior to his promotion in June of 2016, Captain
Setzer served as the officer-in-charge of the Cold Case Homicide
Section of The Robbery-Homicide Division.

During his career, he has attended several Department leadership
and management courses. Notable among these were his completion
of the West Point Leadership Program, Sherman Block Supervisory

Institute (Class #195), POST Management Course, and the 2014
Command Officers Development Course.

Captain Setzer is a life member of the United States Air Force
Academy Association of Graduates (USAFA AOG) and the Veterans of
Foreign Wars (VFW). He maintains annual memberships in the
American Legion and the California Homicide Investigators
Association (CHIA).

Additionally, he is an active contributor to the veterans'
support services groups of the Disabled American Veterans (DAV)
Association, Paralyzed Veterans of America (PVA) Association, and
Save the Montagnard People (STMP) Association.

Captain Setzer served as the Mission Area, Patrol Commanding
Officer from June to December of 2016. Currently, he is assigned
as the Van Nuys Area, Patrol Commanding Officer.
