Suspect Charges at Officers during Service Call NR11349gb

Los Angeles:  A man, who refused to leave a business, struggled with officers and charged at them during a call for service in the Wilshire area.

On July 26, 2011, around 2 a.m., LAPD Wilshire Area patrol officers were called to the 7200 block of Melrose Avenue for “a naked man refusing to leave a place of business.”  The person reporting advised the officers that the suspect, 46-year-old Allan Keay, entered the business, and refused to pay or leave the location.
 
Upon arrival, the officers encountered Keay naked, lying on a chair inside the business. The officers told him to go outside.  Once outside, officers directed Keay to leave the location, but instead he turned toward one of the officers, yelled profanity and threw clothing at him.  Keay then raised his hands, clenched his fists and immediately walked toward the officer in an aggressive manner.

The officers then became involved in a use of force with Keay and used a two-man takedown to control him.  Keay struck his head, which caused a contusion to his left eyebrow and an abrasion on the bridge of his nose.  He continued to flail while on the ground as the officers gave him verbal commands and ultimately the officers were able to handcuff him.

The Los Angeles City Fire Department personnel responded and tried to transport Keay to a hospital, but he refused.  Due to his medical history, officers were unable to book him at LAPD’s Jail Division, so he was transported to a local hospital by Wilshire officers.  During the examination, he was diagnosed with an injury that may have occurred during the use of force.

LAPD’s Force Investigation Division (FID) is investigating the use of force incident.
