As a supervisor, Sergeant I+II Russ Kilby sets the stage for a highly productive and positive work environment; while at the same time, he demonstrates a caring attitude, which supports WTD personnel. During 2006, Sergeant Russ Kilby has performed his duties in an extraordinary manner. In addition to being a Traffic Enforcement supervisor, there have been many times that he has been assigned as the Acting Watch Commander of West Traffic Division. In that capacity, he has handled major traffic collisions, intervened on significant personnel matters and demonstrated loyalty to his Watch Commander and Commanding Officer. He has also assisted officers with their work plans and made recommendations on innovative strategies to increase productivity. His efforts have resulted in increased productivity in all major areas of concern, including arrests, citation productivity and impound overall.
Sergeant Kilby's performance and community problem solving efforts have been reflected in the revision of the WTD Work Plan, which assists officers in focusing on their daily duties. Often Sergeant Kilby is assigned as the Acting Watch Commander, which necessitates a balance of administrative duties with his genuine concern to be in the field with his officers. He has a reputation for sound judgement and decision making processes.
Sergeant Kilby is a dedicated member of the Los Angeles Police Department. He is an enjoyable individual with whom to work. He has an exceptional work ethic and positive influence on the officers of the Division. Sergeant Kilby sets a positive example for his peers and officers.
