Captain Phillip S. Trotter is a 26-year veteran of the Los Angeles Police Department (LAPD) currently assigned as the Commanding Officer, West Valley Patrol Division. He was born the third of four children in Washington, D. C. He spent his childhood growing up in Washington, D. C. and Chevy Chase, Maryland, graduating from high school in Bethesda, Maryland. He served four years in the U. S. Air Force at bases in San Antonio and Wichita Falls, Texas; Glendale, Arizona; Cam Ranh Bay, Vietnam; Ubon; Thailand; and, Biloxi, Mississippi.

After the service, Captain Trotter began his law enforcement career with the U. S. Capitol Police in Washington, D. C. He served two and one-half years with the U. S. Capitol Police before joining the LAPD. While with the U. S. Capitol Police he attended the U. S. Capitol Police Academy; the Consolidated Federal Law Enforcement Training Center administrated by the U. S. Treasury Department; and, attended firearms training at the F.B.I Academy in Quantico, Virginia. He attended college at the College of the Canyons where he graduated with an Associate of Science in Criminal Justice and he attended the California State University, Dominguez Hills, where he obtained a Bachelor of Arts in Interdisciplinary Studies in 2000.

Captain Trotter has held the ranks of police officer, detective, sergeant, and lieutenant in various positions. He has been assigned to Hollywood Patrol Division and Hollywood Area Vice; West Valley Patrol Division; Communications Division; Van Nuys Patrol Division; Wilshire Detective Division; Narcotics Division; Internal Affairs Division; 77th Street Patrol Division; Planning and Research Division; Office of Operations; and Operations-Valley Bureau.

Captain Trotter is a graduate of the Sherman Block Supervisory Leadership School and the Los Angles Police Department’s West Point Leadership Program. He has received two Police Meritorious Unit Citations and the Los Angeles County Sheriff’s Department Exemplary Service Award. He is a member of the American Legion and the International Association of Chiefs of Police.
