Captain III Howard Leslie joined the Los Angeles Police Department on June 22, 1987, and was promoted to Patrol Captain in 2013. He is currently assigned to Wilshire Division. He was born and raised in Oakland, California.
During his 27 year career with the Department, he has made a concerted effort to mentor the younger generations of police officers and supervisors in order to better facilitate the transfer of the strong and positive traditions that have made the Los Angeles Police Department a model law enforcement organization.
Captain Leslie has been assigned to patrol assignments in three of the four Operation’s Bureaus. He has worked as a police officer in Narcotics Division, Hollywood Vice, Metropolitan Division Special Weapons and Tactics (SWAT), and Operations West Bureau Gangs. He has worked as a supervisor in Training Divisions Physical Training and Self Defense Unit, undercover Internal Affairs and was the Officer-in-Charge of Pacific Divisions Gang and Narcotics units.
He joined the Department with a Bachelor’s of Science Degree in Criminal Justice and earned a Master’s Degree in Public Administration while assigned to Metropolitan Division. A graduate of the Los Angeles Police Department West Point Leadership Program, the FBI National Academy and is currently an adjunct instructor for various Los Angeles Police Academy leadership courses.
In his 27 years in the Los Angeles area, Captain Leslie has lived in multiple communities, but he is fond to state that his heart belongs to the City of Los Angeles. As a Commanding Officer assigned to Wilshire Division, Captain Leslie is excited to work with all of the diverse cultures that make-up the communities within the boundaries of Wilshire Area.
