WHY:
To honor the memory Officer Mario Navidad who was killed in the line of duty.  

On December 22, 1996, Officer Navidad and his partner were flagged down by a convenience store clerk who told the officers a man had stolen a pack of beer.  The officers spotted the suspect in an alley and as they approached the suspect, he pulled out a gun and fatally wounded Officer Navidad.
