Bio

Elena Asucan is the Commanding Officer of Personnel Division where she oversees the human resources aspect of the 13,000 men and women (sworn and civilian) of the Los Angeles Police Department. As the C/O of Personnel Division, she serves as the Department’s Personnel Director and advises top Department management on personnel related laws, rules, regulations, policies, and procedures.

Ms Asucan is also responsible for processing and assigning all sworn and civilian personnel, conducting background investigations of all civilian personnel, processing all sick and injured employee documents, administering the Department’s Return to Work Program, processing sworn employees applying for pensions, and maintaining all personnel and medical records of the Department.

Ms Asucan began her City of Los Angeles career in 1986 as an entry level Clerk Typist working her way up through the accounting and management classification series serving in various City Departments. In 2016, Ms Asucan promoted to the command staff ranks as a Police Administrator I as the Commanding Officer of Personnel Division.

Ms Asucan received her Bachelor of Science Degree in Computer Information Systems from Cal State Los Angeles and graduated the four Star Credible Leadership Program by the International Academy of Public Safety. She is a member of the International Public Management Association for Human Resources (IPMA-HR), Los Angeles Women’s Police Officer Association (LAWPOA), LAPD Peer Support and Mentorship Program and Board Member for Law Enforcement Association of Asian Pacifics (LEAAP).

On her spare time, she is a professional Polynesian Entertainer with her own family owned dance troupe – ‘Ohana Polynesia – where they educate and share the culture of the Polynesian islands. Ms Asucan enjoys playing in a number of softball and basketball leagues and is very active with her kids schools and donate her time when available to coach and mentor youth in various sports and academic activities in the community.
