Municipal Captain Gary S. Newton’s career in law enforcement began in 1987 and joined the City of Los Angeles family in 1990. He holds the position of Municipal Police Captain and is assigned to the Office of Special Operations. Captain Newton joined the LAPD in 2013 when the Department of General Services Police force was absorbed by the department as an austerity measure to assist in bringing the City back into financial balance.

He previously spent more than 10 years as the Chief of Police for the City of Los Angeles, Department of General Services, Office of Public Safety. In this capacity, he commanded a combined sworn and civilian force of over 400 staff responsible for quality of life law enforcement and security services at over 1,000 sites throughout the City including the downtown civic center complex, parks, libraries, the Convention Center and the Los Angeles Zoo. He was also responsible for organizational strategic vision, budget, security technology consulting, design, installation, monitoring; and served as the contract administrator for several physical and technology related contracts.

Prior to that, he was the Chief Park Ranger for the City of Los Angeles, Department of Recreation and Parks. In his 12 years with that organization, he rose through the ranks and held every park ranger classification. His assignments included uniformed patrol, field supervisor, background investigator, internal affairs investigator, interpretive hike guide, wildland firefighter, and was a member of the mounted detail. In his capacity as Chief Park Ranger, he was responsible for the overall management of physical and technology based law enforcement and security programs at the City’s parks, recreation facilities, golf courses, museums, child care and senior centers. He was also tasked with developing, administering, and coordinating the emergency planning and emergency operations of the Department. Before his departure, he was responsible for obtaining California Peace Officer Standards and Training (P.O.S.T.) accreditation for the organization.

He began his law enforcement career with the Los Angeles County Sheriff’s Department as a law enforcement explorer. In 1989 he graduated as a Reserve Deputy Sheriff. In this capacity, he worked patrol at the Crescenta Valley and Altadena stations. His final assignment was controlled substance investigations and serving search warrants as a member of the Department’s Headquarters Narcotics Bureau.

Gary S. Newton attended California State University, Los Angeles where he earned a Bachelor of Science degree in Criminal Justice. He also holds a Master’s Degree in National Security Studies from American Military University. He earned his Executive Management Certificate from the California Commission on Peace Officer Standards and Training.

Gary S. Newton is the proud father of two daughters.
