MARCH 2021 DMV LAW ENFORCEMENT INFORMATION MEMO 21-03: WATERMARK SECURITY FEATURE AND BARCODE ON ELECTRONIC INSTRUCTION PERMITS

The purpose of this Notice is to advise Department personnel that the Department of Motor Vehicles (DMV) has implemented the following updates on the instruction permits issued to noncommercial driver’s license applicants.

New Information: Effective February 18, 2021, DMV will roll out a program at its field offices to provide original noncommercial driver’s license applicants the option to take their knowledge test online through DMV’s Virtual Test Center. Applicants who opt in for the online proctored test will be provided instructions and a link to access their knowledge test online. Upon receiving successful completion results, DMV will email an instruction permit to the applicant. The electronic instruction permit will contain a watermark security feature and barcode that is consistent with the features found on the instruction permits issued at a field office.

If you have any questions, please contact Sergeant Sean Karmody, Traffic Coordination Section, Traffic Group, at (213) 486-0690.
