The Department and the Los Angeles Police Protective League entered into an agreement establishing the Officer Representation Section (ORS) in 1991. The statement of intent in this agreement stated, “The Officer Representation Section is established to provide logistical, clerical and supervisory support of officers engaged in the representation of accused and involved officers and to promote a harmonious labor management relationship within the Los Angeles Police Department in matters concerning administration of discipline.”
The Section provides essential support and supervision for the employee representatives while performing their duties. Currently, there are 11 sworn employees assigned to ORS: Detective III (Officer-in-Charge), Sergeant II (Assistant Officer-in-Charge) and 9 employee representatives of varying ranks (Sergeants, Detectives and Officers).
Duties of Employee Representatives
Emergency Callouts
Representatives respond to all callouts handled by Force Investigation Division (FID), Multi-Disciplinary Collision Investigation Team (MCIT) and occasionally Internal Affairs (IA).Historically One supervisor and two representatives are always on call with weekend and holiday Standby duty. During off hours, the supervisor can be contacted through the DOC.
Administrative Appeals
Department employees may appeal such things as Complaint Investigations, Downgrades and Deselections. As of 2019, employees may also appeal Out of Policy Pursuits, Non-Categorical Uses of Force and Administrative Disapproval for Categorical Uses of Force.
