Strategic Planning & Policies Division


The Strategic Planning and Policies Division (SPPD) was established in August 2025 and is currently commanded by Captain Shannon White. It is a subordinate command to the Constitutional Policing and Policy Bureau.

Strategic Planning and Policies Division is comprised of the Policy Analysis and Development Section (PADS) and the Grants Section. Additionally, the Commanding Officer, SPPD oversees the Los Angeles Police Department’s Strategic Plan.

RESPONSIBILITIES

The Policy Analysis and Development Section (PADS) develops Department policies and procedures; analyzes and reviews local, state, and federal legislation; and oversees the introduction and revisions of Department forms. The PADS also publishes Department directives, such as, but not limited to, Special Orders; Administrative Orders; Office of Operations Notices; and Chief of Detectives Notices.

The responsibility of PADS includes tracking and managing Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs) that are entered into by the Department. It is also PADS’ responsibility to revise and update the Department Manual quarterly.

Furthermore, PADS ensures Department testing follows City, state, and federal regulations, as well as the acquisition of all product evaluations for law enforcement operational equipment.

The Grants Section is responsible for the management and oversight of all grant funding in the Department. This includes competitive and formula-based grants from federal, state, and local sources. Their mission is to provide oversight, management, and assistance in acquiring supplemental resources to support departmental priorities and goals not currently subsidized by local funds.
