Los Angeles: On January 23, 2005, at about 6:55 a.m., Rampart Patrol Officers responded to an "Ambulance Shooting Investigation" in the 3800 block of Oakwood Avenue. When the officers arrived, they saw shooting victim Victor Arreaga, a male Hispanic, approximately 22 years-old, who was lying in the street next to his car. Victor Arreaga was suffering from multiple gunshot wounds to his upper body.

Los Angeles Fire Department Paramedics responded to the location and pronounced Victor Arreaga dead as a result of his injuries.

The investigation by the Rampart Homicide Detectives revealed that the victim and a passenger inside the vehicle were involved in a physical altercation. The victim's car then traveled northbound on Juanita Street and collided with a parked vehicle. The vehicle continued eastbound on Oakwood Avenue and came to rest in the 3800 block of Oakwood Avenue. The suspect was observed getting out of the car and approached the victim who was now lying in the street. The suspect continued to assault the victim, pulled out a handgun and shot the victim twice while he lay on the ground. The suspect fled on foot eastbound on Oakwood Avenue towards Virgil Avenue.

The suspect was described as a male Hispanic in his early twenties. He had short hair and was wearing a white T-shirt and possibly tan pants. The suspect is outstanding and the motive for the shooting is unknown. The weapon used was a small caliber, semi-automatic handgun.
