Captain was born and raised in the San Fernando Valley. A proud
graduate of Crespi Carmelite High School, Whitten went on to earn a
B.A. in English Literature at UC Irvine and a Jurist Doctorate at
UC Hastings Law School. Whitten practiced law in Los Angeles for
four years before choosing to follow his heart and become a Los
Angeles Police Officer in 1996. As a police officer, Whitten was
assigned to patrol in 77th Street and Wilshire Areas.

Whitten was promoted to the rank of Sergeant in 2000. He worked as
a field supervisor in Pacific and Harbor Areas, and as the
Officer-In-Charge of the Harbor Gang Detail. Whitten was later
assigned to Internal Affairs and Risk Management Group.

In 2007, Whitten was promoted to the rank of Lieutenant. His
assignments as a Lieutenant included West Valley Patrol Watch
Commander, South Traffic Watch Commander, and Internal
Affairs.

Whitten was promoted to the rank of Captain in 2015 and served as
the Commanding Officer of Harbor and North Hollywood Patrol
Divisions. In 2017, Whitten became the Commanding Officer of Legal
Affairs Division.

Captain Whitten is a graduate of the Sherman Block Leadership
Institute, the LAPD West Point Leadership Course, and the FBI
National Police Academy.
