Police Administrator II Annemarie
is the Commanding Officer of Fiscal Operations
Division (FOD). As the Commanding Officer of FOD, she serves as the
Department's Chief Financial Officer where she is responsible for
the financial management and fiscal integrity of the LAPD. These
responsibilities include: processing of payroll for over 13,000
sworn and civilian employees; development, execution and control of
a $1.5 billion budget; compliance with the Fair Labor Standards
Act; processing payment to vendors; ordering and procuring a
wide-range of supplies and equipment required by the Police
Department; financial audits of various Department entities; and,
cost recovery for various grants and contracts with the

The Commanding Officer of Fiscal Operations Division interacts on a
regular basis with the City Administrative Officer (CAO), Mayor's
Office, City Controller and City Councilmember's and their staff to
address the financial needs of the Department.

Ms. Sauer was appointed to the LAPD in 2015 as the Commanding
Officer of Personnel Division. She has worked for the City of Los
Angeles since 1998. Prior to promoting to the LAPD, she spent most
of her career working for the Office of the CAO where she was
responsible for the development, administration and oversight of
various City budgets, including the Police, Fire and Housing
departments. She also spent four years working for the Office of
the Chief Legislative Analyst (CLA) as a Legislative Analyst for
the Los Angeles City Council where she staffed the Public Safety
and Housing, Community and Economic Development committees. She
holds a Bachelor's Degree in Law and Society from UC Santa Barbara,
along with a Master's Degree in Public Administration from
California State University, Long Beach.
