LAPD'S Operation SCUD in Wilshire "Pedestrian Sting"
On Saturday, February 27, 1999, from 11:00 a.m. to 6:00 p.m., the Los Angeles Police Department's West Traffic Division conducted "Operation SCUD (Save Communities from Unsafe Drivers) in the Wilshire Area. This operation targeted drivers who refused to stop for pedestrians in marked and unmarked crosswalks.
During Operation SCUD, a Police Officer dressed in civilian clothes attempts to cross the street in a legal manner. Drivers who refuse to stop and/or give the pedestrian the right of way, are pulled over by a traffic officer and cited.
"There is a good reason for this Pedestrian Sting Operation", explained West Traffic Division Commanding Officer, Captain Paul M. Kim. "We are responding to the spate of injuries, deaths, and too many near misses of pedestrians by drivers who refuse to recognize the right of pedestrians to cross streets safely in crosswalks."
Officers of Operation Scud were also on watch for other violations such as drivers with out valid licenses, vehicles without valid registration and license plates, drivers and passengers not using seatbelts, and pedestrians making unsafe street crossings (jaywalking).
Operation SCUD rotates throughout the four police divisions that comprise Operations-West Bureau: Wilshire, West Los Angeles, Pacific, and Hollywood.
