Los Angeles: Rampart Homicide Detectives are investigating the death of Jarrel Harvey, a male Black, approximately 21 years of age and the attempted murder of a second male Black, approximately 20 years of age.

On November 30, 2003, at approximately 2:40 a.m., Rampart patrol Officers responded to the report of a shooting in the 1200 block of Miramar Street. Upon their arrival the officers observed an adult male down on the street suffering from a gunshot wound to his upper body. The second victim, who survived, was also on the sidewalk suffering from a gunshot wound. Los Angeles Fire Department Paramedics responded to administer aid to the victims. Mr. Harvey failed to respond to treatment and died at the scene. The second victim was transported to USC Medical Center where he was admitted to surgery. He is listed as critical but stable at this time.

The investigation has revealed that the victims were seated in a parked vehicle in the 1200 block of Miramar Street. A group of male Blacks who had been standing on the sidewalk approached the vehicle and confronted the victims. Several shots were fired from within the group at both victims as they sat in the vehicle. The suspects then left the area, and have been described as 5-6 male Blacks, unknown ages, wearing dark or black hooded sweatshirts. The motive for the shooting is believed to be gang related and the weapon is thought to be a semi-automatic handgun.
