Standardized Training for Alcohol Retailers (STAR Training)STAR is a Responsible Beverage Service (RBS) training program presented by personnel from the Los Angeles Police Department-Operation ABC. The STAR program has been recognized by the Department of Alcoholic Beverage Control (ABC) and by the City of Los Angeles, Department of Planning / Zoning, as a valuable tool to alcohol retailers.
The instructors from Operation ABC are subject matter experts that teach STAR on a weekly basis and they also engage in active field enforcement of ABC laws. The presentation includes in-depth discussions about the following topics:
*How the police use minors under 21 as part of the Minor Decoy program
*ABC inspections conducted by law enforcement
*How to ID those who want to drink
*Fake ID recognition
*The Responsible ABC Retailer Program

WHAT TYPES OF STAR PRESENTATIONS ARE OFFERED?
Operation ABC conducts private and public presentations. Private presentations are usually conducted at the retailers’ premise, and normally closed to the general public.
Public sessions are open to the general public and are listed under the “Upcoming STAR Presentations” portion of this page. At least one public presentation is given per month, but very often there may be two or three, depending on the time of the year and demand.
Public presentations are held throughout the City of Los Angeles at a variety of venues, including police station community rooms, movie theatres, and other training facilities.
If you have a large venue with an abundance of parking, and would like to host a public presentation, we always welcome retailers who would like to open their doors for this training.
HOW LONG IS A STAR PRESENTATION?
A normal presentation is between 2 to 2 ½ hours, depending on the size of the group and the number of questions that are asked.
HOW MUCH DOES STAR TRAINING COST?
STAR training is a FREE service provided by members of the LAPD. Many employers choose to pay their employees for attending as part of their work day.
IS STAR TRAINING OFFERED IN ANY OTHER LANGUAGES?
Most STAR presentations are conducted in English. However, throughout the year several presentations are given in Spanish and Korean. Check the “special notations” listed under the upcoming training dates for foreign language alerts.
DO I NEED TO MAKE A RESERVATION BEFORE I ATTEND STAR TRAINING?
No reservation is needed for any of the upcoming public presentations. Seating can sometimes be limited, so be sure to arrive early.
CAN STAR TRAINING BE CONDUCTED AT MY PREMISE?
Yes. If you can guarantee that 20 to 25 people will be in attendance, then we will come to you.
If you cannot gather that amount of people you might want to join with a nearby business that also sells alcohol in order to meet the minimum number. The other option is to send your employees to a public presentation.
IF I HOST A STAR PRESENTATION AT MY PREMISE, WHAT DO I NEED?
Personnel from Operation ABC will provide STAR training pamphlets as part of the presentation. They will need an approximate number of attendees so enough pamphlets can be provided.
Several short videos are also shown as part of the presentation. It helps if your business has a TV, projector, or A/V system that can be used by the instructor.

WHO SHOULD ATTEND STAR TRAINING?
Everyone involved in the sales and service of alcoholic beverages can benefit from attending a STAR presentation.
As an employer, you will directly benefit by enhancing your staff’s knowledge about alcohol laws and by training them on how to deal with alcohol-related issues.
IS STAR TRAINING MANDATORY OR REQUIRED?
In some cases, STAR training is mandated through the City of Los Angeles, Department of City Planning / Zoning. Please refer to your Conditional Use Permit (CUP/CUB), which often tells you if STAR training is required. Each business has different requirements regarding the frequency of when STAR should be provided to its employees.
WHAT IF I WAS ORDERED TO STAR TRAINING AS PART OF A CRIMINAL CASE?
Some criminal courts have ordered employees who have been cited/arrested for ABC violations to attend STAR training as part of their probation, or as part of the disposition of their criminal case. Employees are welcome to attend a public STAR presentation and will receive proof of attendance to present in court.
WILL I RECEIVE A CERTIFICATE OR PROOF OF ATTENDANCE?
Yes. As of April 2016, Operation ABC will issue certificates as proof of attendance. Attendees at a STAR presentation will be asked to sign-in on a roster and provide an email address. A certificate of attendance will then be sent via email to the employee within a few days.
Note: It is the employee’s responsibility to provide a copy of the certificate to the employer in order to show proof of attendance. This certificate can be shown to additional employers if the employee works at multiple ABC locations.
WHEN DOES MY CERTIFICATE EXPIRE?
Certificates expire 18 months from date of issuance. Since ABC rules and regulations frequently change, it is recommended that you and your staff attend the training on a yearly basis.
HOW LONG WILL MY CERTIFICATE BE STORED AND AVAILABLE?
Operation ABC will maintain your certificate of attendance on file for a period of 2 years. After that, you will have to attend a new presentation for certification. If you need a new email version of your certification please call (213) 486-0910.
IF STAR TRAINING WAS MANDATED AS PART OF MY CUP/CUB, DO I NEED TO PROVIDE PROOF OF ATTENDANCE TO ZONING?
Yes. After your employees have attended a STAR presentation they will receive certificates of attendance via email. As an employer it is your responsibility to gather the certificates from your employees and provide proof of attendance to the Department of City Planning / Zoning, if required by your CUP /CUB.
Note: LAPD will not forward certificates of attendance to Zoning.
