Standardized Training for Alcohol Retailers (STAR Training)
 
 
STAR Training is designed to provide individuals employed in the alcoholic beverage server industry with in depth training regarding ABC rules and regulations from subject matter experts.  Individuals in attendance will be provided instruction from a law enforcement prospective in regards to their role in reducing alcohol related crime. In addition to legal requirements, participants will be provided insight into many LAPD programs utilized to reduce alcohol related crime, including minor decoy and decoy shoulder tap operations, the Pseudo Intoxicated Decoy (Drunk Decoy Operations), the Responsible ABC Retailer program, and other investigative techniques employed at both, on and off-sale ABC licensed locations.

The four-hour block of instruction is offered free of charge to all interested persons and seating is on a first come basis.  To ensure that STAR training is available to all members of the diverse ABC retail business community, presentations are offered in English, Spanish, Korean and Cantonese (Please refer to “Special Notations” box for language or seating restrictions).

COMMONLY ASKED QUESTIONS:

WHO SHOULD ATTEND STAR TRAINING?

Everyone involved in the sale and service of alcoholic beverages can benefit from participating in a STAR training presentation.  You as an employer can have direct benefits by enhancing you and your staff’s ability to dispense alcoholic beverages in a responsible manner thereby reducing your liability in regards to potential violations occurring inside your premise.


In some cases, STAR training is mandated through the City Zoning Department’s Conditional Use Permit (CUP/CUB) process or may be imposed as a court ordered Condition of Probation for misdemeanor alcohol related convictions.  A review of your CUP/CUB will alert you to STAR training conditions and will identify those individuals in need of attendance.

HOW OFTEN SHOULD I ATTEND A STAR TRAINING PRESENTATION?

Since ABC rules and regulations frequently change, it is recommended that you and your staff attend STAR training on a yearly basis.  Providing your employees with a yearly review of their responsibilities when dispensing alcoholic beverages will aid in reducing alcohol-related crime and reduce the likelihood that violations will occur inside your premise.   

CAN STAR TRAINING BE CONDUCTED AT MY PREMISE?

Yes.  If you can guarantee a minimum of 30 individuals will attend and provide instructional aids to be used during the presentation (television with VCRJDVD capabilities, white board or flip chart, and a projector screen), Operation ABC will conduct the presentation at your premise.  Once again, there is no charge for conducting a STAR presentation at your place of business and the date and time can be modified based on your business needs.  Please contact Operation ABC directly at 213-486-0910 to learn more.

WILL I RECEIVE A CERTIFICATE OR PROOF OF ATTENDANCE?

Certificates are not issued, however letters of completion are mailed to licensees listing employees in attendance by name.  Copies of these letters are also mailed to the Los Angeles City Zoning Administrator and the Department of ABC.  These letters should be maintained in the involved premise’s business records as proof of attendance.  Area vice units and Operation ABC also maintain copies of these letters for future reference.

IF STAR TRAINING IS MANDATED AS A CONDITION OF MY CONDITIONAL USE PERMIT (CUPCUB), DO I NEED TO NOTIFY THE LOS ANGELES CITY DEPARTMENT OF ZONING REGARDING MY ATTENDANCE?

Yes. Should your CUP/CUB require STAR attendance, it is your responsibility to notify the Los Angeles City Zoning Administration regarding compliance with this condition.  Operation ABC forwards copies of STAR training letters to the Department of Zoning as a courtesy, but this does not negate your personal obligation to inform the Department of Zoning regarding your attendance in matters of mandatory training requirements.

Likewise, should STAR attendance be imposed as a court ordered Condition of Probation, it is your responsibly to provide the involved court with proof of attendance.
