Naked Suspect in Vehicle Masturbates in Front of 13 Year Old Victim

Southwest Detectives have received a crime report in which a male suspect in his vehicle approached a 13 year-old female victim walking in the area of La Brea Avenue and Coliseum Street at approximately 2:00 p.m. on August 12, 1999. The male suspect, who was completely naked, masturbated as he made a lewd comment to the victim. The victim then ran away from the suspect and reported the incident to the police a short time later.
The victim described the suspect as a male Black, with black/gray curly hair, brown eyes, approximately 5'9" to 5'10" in height, with a thin build and medium complexion. The suspect is also described as being between 40 and 50 years old, having chipped/missing teeth, and a disheveled appearance.
The suspect's vehicle is described as an older model gray, possible Ford sedan, with a black interior.
Southwest Detectives believe this suspect may also be responsible for several similar reported incidents, which have occurred in the Jefferson Park, Crenshaw District, and Baldwin Village areas of Los Angeles.
