Captain Letisia Ruiz was born and raised in the Echo Park area and is a proud product of Los Angeles. She is a graduate from Belmont High School and is a fluent Spanish speaker. Her upbringing and personal experiences instilled in her a deep passion for service and a belief in mentoring the next generation.
In July of 2005, she began her 20-year career with the Los Angeles Police Department. Since her career began, she has worked a variety of assignments which have prepared her for her current role as a Patrol Commanding Officer. In July of 2025, she was promoted to Captain and is currently assigned as the Southwest Patrol Commanding Officer.
Captain Ruiz is a member of several professional organizations and sits on the board for the Hispanic American Police Command Officers Association (HAPCOA).
She continued her formal education, attending Los Angeles City College, where she earned two associates degrees, and transferred to California State University Los Angeles, where she earned a Bachelor of Science degree in Criminal Justice. While on the job, she earned a Master’s degree in Public Administration with an emphasis in Organizational Leadership. As part of her professional development, she attended and graduated from the University of Southern California (USC), Law Enforcement Advanced Development Certificate Program (LEADS). In March of 2022, she attended and graduated from the distinguished Federal Bureau of Investigation’s (FBI) National Academy.
Captain Ruiz’ desire is to inspire people of all ages to strive, and never give up on their goals, despite having the odds stacked against them.
