Bio

Betty Collins currently serves as the Commanding Officer of the Evidence and Property Management Division, which is responsible for securing the chain of custody of over 1 million items of evidentiary and non-evidentiary value.   Ms. Collins promoted to the class of Police Administrator in 2022, making her the first Black American appointed as a Police Administrator I within the Los Angeles Police Department.

Ms. Collins began her career with the City of Los Angeles in 1994 as an entry-level Clerk Typist with the Office of the City Clerk. She transferred and promoted up the clerical and personnel administration series within the Los Angeles Police Department.  Prior to the 2022 appointment, Ms. Collins served as the Officer in Charge of Civilian Employment Section (Personnel Division) and established herself as an expert on civilian hiring practices and personnel administration.  Over the course of her career, Ms. Collins has been recognized as Civilian Supervisor of the Year and Civilian Mentor of the Year. She is a member of the Department’s mentor cadre, the Los Angeles Women’s Police Officers and Associates (LAWPOA), the Los Angeles Association of Black Personnel (LAABP), and the International Public Management Association for Human Resources (IPMA-HR).

Prior to moving to Los Angeles, Ms. Collins attended college in her home state at the University of Mississippi (Ole Miss) on a track scholarship, where she was recognized for academic and athletic achievements.  She studied Criminal Justice and received a Bachelor of Public Administration degree, participated in the Black Student Union Choir, and Delta Sigma Theta Sorority, Incorporated, which provided a platform for community service.

Ms. Collins is the youngest of 13 siblings and of a set of triplets (Bonny, Bobbie, and Betty).  She grew up singing with her triplet sisters in her southern community and is currently a member of the Department’s Harmony “N” Blue Choir and National Anthem Cadre.  Ms. Collins often performs at her church and various social events; writes music and even has a song featured on Amazon.  She serves as a member of the Singles Ministry Leadership group at her church, and enjoys traveling, serving at charity events, spending time with friends and family, and loving up on her nieces and nephews.
