Captain Samer E. Issa
Patrol Commanding Officer, Devonshire Area – Los Angeles Police Department
Captain Samer Issa is a dedicated law enforcement leader with over 28 years of service in the Los Angeles Police Department. Born and raised in Jordan, Issa immigrated to Los Angeles in 1990 at the age of 18, carrying with him the values of discipline, integrity, and service instilled by his family. His father, a dedicated member of the Jordanian Public Safety, served as a powerful role model. Inspired by his father’s commitment to protecting others, Issa developed a deep sense of duty and a passion for public service. Issa shifted his academic focus from Computer Engineering to Administration of Justice, ultimately earning an Associate Degree in Administration of Justice from Los Angeles Valley College and a Bachelor of Science in Vocational Studies from California State University, Long Beach.

Career Highlights
• October 1997 – May 1998: Entered the LAPD Academy as a recruit officer and graduated in May 1998.
• May 1998 – May 1999: Assigned to Foothill Division as a probationary patrol officer.
• May 1999: Transferred to Devonshire Division, serving in patrol, the Panorama City Mall Foot Beat, and as a detective.
• October 2000: Assigned to North Hollywood Area as a patrol and bicycle officer.
• September 2001: Selected to join the Los Angeles Anti-Terrorist Division. He served in Intelligence Analysis, Investigations, Surveillance, Dignitary Protection, and as a translator.
He collaborated with federal, military, state, tribal, and international agencies to combat
terrorism and developed training programs to enhance interagency capabilities.
• October 2006: Promoted to Sergeant; served as a field supervisor in Rampart Area and later as Officer-in-Charge (OIC) of the MacArthur Park Corridor Unit, addressing violent crime,
narcotics, and quality-of-life issues.
• March 2008: Transferred to Van Nuys Area as a field supervisor and OIC of the Bicycle Unit.
• September 2008: Promoted to Detective; assigned to Mission Area, investigating crimes against persons and property.
• November 2011: Promoted to Detective II; served as OIC of the Parole Compliance Unit in Devonshire Area, ensuring parolee accountability and supporting criminal investigations.
• February 2013: Returned to Mission Area as a detective supervisor and later became OIC of the Juvenile Car, specializing in missing juveniles and child abuse investigations. He became a department-wide subject matter expert in juvenile arrest procedures and provided training to officers and supervisors.
• April 2021: Promoted to Lieutenant; served as Watch Commander in Hollywood Area and later as OIC of the Hollywood Complaint Unit, overseeing the management of approximately 300 internal investigations annually.
• June 2022: Appointed OIC of the Child Abuse Section, Juvenile Division. Led a team of investigators handling complex child abuse cases, including fatal investigations involving children under 11 years old.
• November 2023: Appointed Commanding Officer of Mission Detective Division, overseeing investigative operations, case filings, and community engagement.
• July 2025: Promoted to Captain and selected as the Patrol Commanding Officer for Devonshire Area. This marks his third tour in Devonshire, where he is committed to fostering strong community partnerships and enhancing public safety.

Education & Personal Life
Captain Issa holds an Associate Degree in Administration of Justice from Los Angeles Valley College and a Bachelor of Science in Vocational Studies from California State University, Long Beach. He is a strong advocate for teamwork, mentorship, and community collaboration as essential pillars of effective policing.

Captain Issa resides in the Santa Clarita Valley with his wife and two young children. He enjoys spending quality time with his family and participating in outdoor activities
