Bio

Captain Matthew Plugge joined the Department in 1998, just before the turn of the Century. After completing his probationary period in Newton Division, a young Officer Plugge transferred to Southeast Division where he worked a variety of assignments, including Foot Beats, Violent Crime Task Force and Gang Enforcement Detail.

Shortly after transferring to Foothill Division, Officer Plugge was promoted to Field Training Officer (FTO) within Foothill Area’s Gang Enforcement Detail (GED). He remained at Foothill until he promoted again, to the rank of Detective, and transferred to Devonshire Division. While working at Devonshire, Detective Plugge was assigned to the Robbery and Burglary Tables. Due to his extensive experience and expertise, gained as an Officer and later as FTO with the Gang Enforcement Detail, he was ultimately assigned to investigate gang related crimes.

Detective Plugge then went on to lend his knowledge and talent to Foothill Division’s Narcotic Enforcement Detail (NED), in an undercover capacity as he investigated narcotic related offenses throughout Valley Bureau. Detective Plugge was then promoted to the rank of Sergeant and wheeled to Mission Division.

During his first tour at Mission Division, Sergeant Plugge served as front line supervision as part of Mission’s Patrol Division; truly the backbone of the Los Angeles Police Department. Shortly thereafter, he was assigned to supervise a squad within Mission Area’s, Safer Cities Initiative (SCI) Unit, followed by his selection as a supervisor to the Operations-Valley Bureau Violent Crime Task Force (VCTF). Upon completing his tour at the VCTF, Sergeant Plugge transferred to Foothill Division where he supervised Foothill Area’s Community Law Enforcement and Recovery Unit, addressing violent crime and quality of life issues within the community of Pacoima. It was from Foothill, that Sergeant Plugge promoted to the rank of Lieutenant and transferred to West Valley Area as Watch Commander, once again supporting patrol operations.

Lieutenant Plugge later transferred to Operations-Valley Bureau, as the Bureau Wide Gang Coordinator where he was assumed responsibility for the coordination of all gang and narcotic operations across Valley Bureau. Lieutenant Plugge was promoted to the rank of Captain on July 4, 2022, to the Mission Patrol Division Commanding Officer.  He is currently assigned to Critical Incident Review Division as a Captain III.

Captain Matthew Plugge is the second of five siblings, raised by his father, a graduate of the United States Military Academy at West Point, and his mother, a successful small business owner and entrepreneur. Captain Plugge earned his Associates Degree in Economics from Los Angeles Valley College, Bachelor’s Degree in business from Loyola Marymount University and Juris Doctorate from Loyola Law School, Los Angeles.
