Bio

Captain Eric R. Quan (Lieutenant Colonel, U.S. Army Reserve, Retired) brings over three decades of distinguished law enforcement and military service to his new role as the patrol commanding officer of the Los Angeles Police Department’s (LAPD) 77th Street Area.

Since joining the LAPD in July 1995, Captain Quan has steadily risen through the ranks, promoting to Police Captain in July 2025. His diverse LAPD experience includes uniformed patrol, Field Training Officer, and supervisory roles such as Watch Commander and Vice Supervisor. He was a foundational member of the LAPD’s 20th Division, Olympic Area, and developed specialized expertise as a Narcotics Detective/Investigator and a Training Division Firearms/Tactics Supervisor.

Committed to leadership and education, Captain Quan served several roles with the LAPD Training Division. He was the Recruit Basic Course Academy Coordinator and Physical Training/Self Defense Officer in Charge, as well as the Officer in Charge of the Firearms Training Section. Captain Quan was also assigned to the Department Operations Center, responsible for ensuring the continued deployment of personnel and resources for large-scale events.

Captain Quan also contributed to the LAPD’s transformation while serving as a Project Manager in the Office of the Chief of Police. In that role he helped the Department’s initial implementation of the Federal Consent Decree and COMPSTAT, a data-driven management process. Captain Quan’s most recent assignment before promoting to captain was as Officer in Charge of the Discovery Section at the Risk Management and Legal Affairs Division.

Captain Quan recently concluded a 31-year career in the U.S. Army Reserve, retiring as a Lieutenant Colonel. His military service as an Engineer, Civil Affairs, and Psychological Operations officer included various staff and command positions, culminating with an assignment to the Headquarters, U.S. Indo-Pacific Command. He has deployed in support of Operation Enduring Freedom and other domestic and international missions, including service at the Pentagon.

Captain Quan holds a Bachelor of Science degree in Civil Engineering from the University of California, Los Angeles, and is a graduate of the FBI National Academy, Class 248.
