Leonid A. Tsap

Bio

Captain Leonid A. Tsap was born in Ukraine and moved to the City of Los Angeles at the age of 15. After attending local high school and local university, Captain Tsap joined the Los Angeles Police Department in 2005.

As a police officer, Captain Tsap has worked a variety of assignments in patrol, as a Citywide crime suppression task force officer, staff researcher within the Office of Operations, undercover vice officer, anti-terrorism investigator in Major Crimes Division, and a senior lead officer in Community Relations Section.

In 2015, Captain Tsap was promoted to the rank of Sergeant and was assigned to Van Nuys Patrol Division. Same year, Captain Tsap promoted to Detective and completed his probation in West Valley Area. Upon reverting back to Sergeant, Captain Tsap worked as a patrol supervisor and a Gang Enforcement Detail supervisor in North Hollywood Area. In 2017, Captain Tsap was upgraded to Sergeant II and assigned to the Office of the Chief of Staff as a Board of Police Commissioners Liaison.

In 2022, Captain Tsap was promoted to Lieutenant and was assigned to Hollywood Area as a Patrol Watch Commander and then as the Officer in Charge of the Hollywood Entertainment District. Captain Tsap was then upgraded to Lieutenant II and assigned as the Officer in Charge of the Workplace Investigation Section of the Internal Affairs Division. Captain Tsap was then selected to be an Adjutant to the Director of Office of Support Services.

In 2026, Captain Tsap was promoted to the rank of Captain and assigned as a Commanding Officer of Newton Patrol Division.

Captain Tsap holds a Bachelor of Business Administration degree from Loyola Marymount University and a Master of Public Administration degree from California State University, Northridge. Captain Tsap is a graduate of the Sherman Block Supervisory Leadership Institute, Los Angeles Police Department Leadership Program, DC Police Leadership Academy, and is a recipient of the FBI – LEEDA Trilogy Award.
