Arrest Made in Morning Road Rage Shooting

Los Angeles: The Los Angeles
Police Department’s Devonshire Detective Division Crimes Against
Persons are announcing the arrest of a suspect responsible for
shooting a man. Based on the suspect’s behavior in two previous
incidents, detectives have genuine concern that there may be
additional victims involving the same suspect.

On April 22, 2019, Devonshire Division held a news conference and
released surveillance video of the suspect’s vehicle and
description of the suspect. After viewing television coverage of
the news conference, an anonymous victim notified Devonshire
detectives and reported being the victim of separate road rage
incident. During this incident, the suspect brandished a firearm
during a road rage incident that occurred in northern Los Angeles
County.

The victim took a photograph of the suspect vehicle and wrote down
the license plate. The suspect and vehicle description matched
those in the March 25th shooting, which provided valuable
investigative leads to detectives.

On April 26, 2019, the suspect was located by the FBI/LAPD Task
Force. An attempt to stop the suspect resulted in a high-speed
pursuit where the suspect eluded capture. The suspect was
ultimately located in the City of Las Vegas. The FBI SWAT Team made
contact with the suspect, identified as David Phouanesavath, and
ultimately convinced him to surrender.

Due to the suspect’s involvement in two road rage incidents, it is
possible that additional road rage incidents involving this suspect
and the brandishing of a firearm may have occurred. Anyone with

Los Angeles: Los Angeles Police Department’s
Devonshire Division Detectives are seeking the public’s help in
providing any information that would lead to the identification and
arrest of an attempt murder suspect.

On March 25, 2019, around 8:35 a.m., officers responded to a radio
call of shots fired near the area of Haskell Avenue and Parthenia
Street. The victim was travelling southbound on the 405 Freeway and
exited at the Nordhoff Street exit after a road rage incident that
occurred on the freeway. The suspect followed the victim who pulled
to the curb on Haskell Avenue. The suspect pulled behind, then
alongside the stopped victim, and shot the victim multiple times.
The suspect fled the location in his vehicle and the victim was
hospitalized for the gunshot wounds.

Suspect is described as a male, Caucasian or Asian, 34 to 38
years-old, shaved head, multiple “sleeve” tattoos on both arms and
back of the neck.

Suspect was seen in a 1994 to 1998, 2-door, Chevrolet Silverado Z71
pickup truck, black or green with a camper shell.
