Why:
HAPCOA’s mission is to empower the future of law enforcement by assisting law enforcement, criminal justice and community organizations nationwide in their efforts to recruit, train and promote qualified Hispanic American men and women. This organization also promotes and develops Hispanics in law enforcement and serves as an advocate for Hispanic law enforcement issues.

Each year HAPCOA supports our youth by awarding scholarships to deserving candidates.  HAPCOA’s goal is to reach out to our youth, primarily those in our law enforcement communities, and encourage and promote the importance of continuing a higher education.

This year the “HAPCOA Fallen Officer Scholarship” will be presented to Alma S. Martinez, a six-year cadet of the LAPD 77th Division Explorer Program.

Others honored on this day will be Long Beach Chief of Police Jim McDonnell, Pasadena Chief of Police Phillip L. Sanchez and Lynwood Unified School District Superintendent Edward Velasquez.
