"Family Dispute Involving Elderly Woman Culminates in Three Deaths"

San Pedro – On Saturday, November 4, 2000, at 9:25 a.m., Harbor Area uniformed police officers responded to a "Shots Fired" call in the 1000 block of West 23rd Street. The initial investigation by responding officers revealed that an elderly woman, who resided in an apartment at the location, had armed herself with a gun and shot another person inside. When all efforts to establish contact with the armed suspect failed, a Special Weapons and Tactics Team (SWAT) was notified to respond to the barricaded suspect incident.

SWAT officers entered the apartment and found the bodies of 70-year-old Carmen Foy, her daughter, Annette Metoyer, 43 years of age, and her boyfriend, described only as a 42 year-old male Caucasian. Further investigation revealed that Mrs. Foy armed herself during a family dispute involving her daughter and her daughter’s boyfriend and that she shot them both before turning the gun on herself.
