Each year HAPCOA supports our youth by awarding scholarships to deserving candidates.  HAPCOA’s goal is to reach out to our youth, primarily those in our law enforcement communities, and encourage and promote the importance of continuing a higher education.  This year the "HAPCOA Fallen Officer Scholarship" will be presented in honor of LAPD Officer Filbert Henry Cuesta Jr.
