Updated: As set forth on the News Release dated August 11, 2014 The Los Angeles Police Department has been investigating the incident involving Samuel Arrington. Force Investigation Division is continuing its investigation of that use of force. Additionally the Department initiated an Internal Affairs investigation. Due to pending litigation, the Department is unable to discuss the details of the Use of Force investigation or the Internal Affairs investigation. Chief Charlie Beck said, “As we have shown, if it is found that officers used excessive force we will take appropriate action.”

Los Angeles: On August 7, 2014, around 1:45 p.m., Pacific Division officers observed a suspect (later identified as Samuel Arrington) illegally vending in the area of Sunset Court and Ocean Front Walk.

Officers recognized the suspect as someone who was arrested the week prior and combative during the incident. Officers called for a supervisor and approached the suspect with a Release from Custody citation to sign.

The suspect was advised that if he refused to sign the Release from custody citation, he would be arrested. Upon the suspect’s refusal to sign the citation, a physical altercation ensued. The suspect was given multiple commands to stop resisting arrest during the altercation and an officer activated the TASER multiple times in order to subdue the suspect. Officers were able to take the suspect into custody and he was subsequently transported to the station.

Officers requested a rescue ambulance for the suspect who was transported by LAFD to a local hospital and admitted for treatment for elevated enzymes.
