Missing Two Year Old

The missing child was last seen on October 5, 1999 at 10:00 a.m., when the mother of the missing child Donte Anderson, male Black, 2 years old, allowed the suspect, Charles Edward Brown, to take the child with him to DMV, where Brown was going to get a driver’s license. The suspect has taken the child with him in the past but he always returned the child. The suspect has not been seen or heard from by the child’s mother since they left for DMV (unknown which DMV office).

Suspect Brown is the live-in boyfriend of the missing child’s mother. Brown is not the missing child’s father. The suspect was released from prison in August 1999. While in prison the suspect was taking medication for mental problems. Suspect Brown is described as a male Black, black hair, brown eyes, 6′ 1" tall, 250 pounds, 41 year old, with tattoos on both arms, "100% Melva." The suspect was last seen driving a 1990 Pontiac Firebird, 4-door white, California license plate number 2RTN132. The vehicle belongs to the child’s mother.

The suspect has a daughter, who lives in the 1900 block of E. 107th Street. According to her, the suspect came to her residence on October 6, 1999 at 2:00 a.m. The suspect did not have the child with him. The suspect was attempting to borrow money from her.
