Los Angeles: The Los Angeles Police Department’s (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Devonshire Division.
On November 2, 2025, around 2:00 a.m., Devonshire Patrol Division uniformed officers responded to a radio call of a fight in the 8900 block of Balcom Avenue. The comments of the call included the person calling the police heard fighting and a female crying. Upon officers’ arrival, they saw the suspect, later identified as Louis Jordan Cortez, in the front yard of the residence, armed with a handgun, and holding a female victim, later determined to be his girlfriend, hostage.
The officers gave multiple commands to Cortez to drop the handgun. He failed to comply and continued to struggle with the victim, while still armed with the handgun, when an Officer-Involved Shooting occurred. During the incident, Cortez fired one round from his handgun at the victim.
Cortez was struck by gunfire but did not immediately surrender. Cortez remained in the front yard of the residence until officers negotiated his surrender and he was taken into custody. Cortez was transported by Los Angeles Fire Department personnel to a local hospital, where he was admitted and received medical treatment for a gunshot wound. When Cortez is cleared for booking, investigators will book Cortez for 245(a)(2) Penal Code, ADW with a Firearm. The firearm Cortez was armed with was recovered by investigators at the scene.
No officers or additional community members were injured during the incident.
Force Investigation Division (FID) personnel responded and assumed investigative responsibility.
