The officers involved in below incident have been identified as Police Officer III John Carlyle, Serial No. 36156 and Police Officer I Daniel Lee, Serial No. 43252.

The following information is based on a preliminary and ongoing investigation which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The Department’s understanding of the facts and circumstances may change as additional evidence is collected and analyzed.

Los Angeles: On July 29, 2018, around 10:00 p.m., uniformed Southwest Patrol Division officers were handling a radio call and standing on the south side of 29th Street, just west of Normandie Avenue. As the officers were conducting their investigation, the driver of a Toyota Rav4, traveling south on Normandie Avenue fired rounds immediately before making a westbound turn onto 29th Street.

The officers perceived they were being fired upon and an Officer-Involved Shooting (OIS) occurred. The suspect’s vehicle continued west on 29th Street and then south on Brighton Avenue, where the suspect abandoned it. A perimeter was established for the suspect described as a male White or Hispanic, Metropolitan Division K9 and SWAT personnel responded to conduct the search, however the suspect was not located.

A female passenger in the Toyota Rav4 reported she was a victim of a Robbery and Grand Theft Auto Kidnapping and was in the vehicle at the time of the OIS.

There was no evidence to suggest the suspect was injured during the OIS.

No officers were injured during the incident.

LAPD’s specialized Force Investigation Division responded to the scene and began interviewing witnesses and collecting forensic evidence. Representatives from the Office of the Inspector General and Los Angeles County District Attorney’s Justice System Integrity Division responded and monitored the investigation.

The LAPD will have further details regarding this incident in its Critical Incident Community Briefing scheduled for public release on September 12, 2018.

The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with the LAPD’s policies and procedures. Additionally, representatives from the Los Angeles County District Attorney’s Office who responded to the scene will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officer(s) violated any criminal laws.
