WHY:   
The Hispanic American Police Command Officer Association’s (HAPCOA) mission is to empower the future of law enforcement by assisting law enforcement, criminal justice and community organizations nationwide in their efforts to recruit, train and promote qualified Hispanic American men and women.
                        
Each year HAPCOA supports our youth by awarding scholarships to deserving candidates.  HAPCOA’s goal is to reach out to our youth, primarily those in our law enforcement communities, and encourage and promote the importance of pursuing a higher education.  This year the “HOPCOA Fallen Officer Scholarship” will be presented in memory of fallen officer Filbert Henry Cuesta, who died in the line of duty on August 9, 1998.
