Victim Murdered After a Dispute in Local Bar

On Saturday, October 23, 1999, at approximately 10:55 P.M., Foothill Area patrol officers responded to an "Ambulance en Route, Shots Fired" radio call at 10200 block of San Fernando Rd. in Pacoima. Upon arrival, the officers discovered that a shooting occurred in a Bar parking lot at the location.

The investigation revealed the victim, Jose Armando Soto Vicente, a 36 year-old resident of Pacoima, was shot to death during a dispute with an unknown suspect at that location. The victim died at the scene.

The suspect was described as a male Hispanic, black short hair and beard, 5’04" tall, 170 pounds, 35 years old, wearing a gray suit. The suspect is not in custody and has not been identified, however, the weapon is in custody.

Foothill Area Detectives, under the direction of Captain Diljeet Singh, Foothill Operation Support Division Commanding Officer, are handling the investigation.
