WHY:
On March 4, 2023, at 12:40 a.m., Mr. Oscar Montoya was riding his bicycles northbound on Pacific Ave, south of Channel St. A vehicle driving at a high rate of speed struck him from behind causing fatal injuries to Oscar. The vehicle fled the scene northbound on Pacific Ave and continued onto the northbound 110 freeway.

On March 7, 2023, citizens provided tips that led detectives to the suspect’s vehicle (a 2009 Scion XB) which was taken into custody. On March 9, 2023, South Traffic Division Detectives utilizing department resources and other tips from citizen’s apprehended the driver (Anisha Lockhart).
